Protecting Children From Chemical and Surgical Mutilation

This executive order is a list of regulations that end the funding and governmental support of gender affirming care for anyone under the age of 19 and establishes pathways to enact anti-transgender legislature. According to the executive order "chemical and surgical mutilation" includes puberty blockers, any use of hormone replacement therapy, and any surgical procedures that "attempt to transform an individuals physical appearance to align with an identity that differs from his or her sex, or to attempt to alter or remove an individual's sexual organs".


The executive order stops coverage of all gender affirming care for anyone under 19 for federal employees and those who use TRICARE which is the department of defense's health insurance. It also instructs the Secretary of Health and Human Services (HHS) and Department of Justice (DOJ) to pursue ways to curb gender affirming care for anyone under the age of 19.


The Attorney General and other law enforcement officers are instructed to coordinate the enforcement of laws against female genital mutilation and to work with Congress to write legislation that would allow any individual or organization to bring lawsuit against transgender children and their parents. The Attorney General should also issue new guidance protecting whistleblowers who take action or file reports against those who are not in compliance with this executive order.


This executive order gives the Secretary of HHS instructions to take all appropriate actions to end the "chemical and surgical mutilation of children" by taking advantage of various laws, programs, issues, or documents. This includes review of Medicare and Medicaid, sections of the affordable care act that prevent discrimination based on sex, and many other essential health benefits.


The executive order has all agencies remove any policies and guidelines that have been set by the World Professional Association for Transgender Health (WPATH)". Additionally the Secretary of HHS will publish a review of existing best practices and gather data to guide healthcare professionals on new ways to treat minors with gender dysphoria.
